Young Manager of the Year Award for Leadership and Management Excellence

As part of LGMA Queensland’s commitment to developing the next generation of leaders in local government, the Young Manager of the Year Award for Leadership and Management Excellence is awarded annually.   The Award acknowledges and encourages leadership and management excellence and is presented to a young local government employee who has made an outstanding contribution to the positive growth of their council and community.

The Award is open to managers aged 35 years or younger, who are employed by a Queensland local government and have been for a minimum of 12 months.  Nominations generally open in January each year and close in March with the Award announced at the Future Leaders Forum.

The 2017 Young Manager of the Year Award for Leadership and Management Excellence winner, Nils Hay, Burke Shire Council. 

The 2017 well-deserved winner was Nils Hay, Deputy CEO at Burke Shire Council. One of the stand-out achievements in the eyes of judges was Nils’ commitment to the development of staff – ensuring that officers have the opportunity to develop the skills they need for this role and potential future roles.  His strong focus on clear and comprehensive budgeting is evident in the work he is doing on an activity-based budgeting project designed to give staff significant involvement in the process and better line of sight for Council.  An active member of the community, he is well-respected by community and councillors alike.  With a very broad role, he has responsibilities including for HR and the EBA processes, the community services team, administration including ICT, planning, environmental health, events, work health and safety and, because that isn’t enough, other major projects. Furthermore, Nils has been instrumental in obtaining funding for major projects including the Optic Fibre Link, a wharf pontoon, boat ramp, solar power plant and visitor information centre restoration.  Congratulations Nils!

The 2016 Young Manager of the Year Award for Leadership and Management Excellence winner, Johann Muller, Longreach Regional Council. 


Johann Muller is a highly skilled individual committed to his region. A common theme throughout the nomination submitted by his council was that he is a personable and dedicated individual who has a great attitude towards his work and colleagues at all times. He is an engineer by trade and successfully implemented new asset management plans and systems across the organisation. Johann is an active in keeping abreast with standards and work practices for his position by attending conferences and industry local groups (Engineers Australia, Barcaldine group) and talking with other Councils who have specialist in the domains he is responsible for in Council. He also encourages his peers and staff to seek opportunities to broaden their skill sets and increase their career opportunities. With Johann’s own team he invests the time to understand ‘what makes them tick’ and, if they so desire, he develops professional development road maps for them to help them achieve their career inspirations.  An all-round team player and proactive contributor to all aspects of council, we applaud Johann Muller – winner of the 2016 Young Manager of the Year Award.
